Article 4 allows emergency issues to be placed on the agenda

Article 4, the shortest of the 14 articles in the NATO Convention, states:

Bob Dean, an analyst at the Klingendale Think Tank in The Hague, said the article was “designed to promote better coordination and understanding within the alliance on external threats. It gives all allies the opportunity to urgently place certain threats or developments on the North Atlantic Council agenda.”

Article 4 is

More and more called

Poland previously requested such consultations in the early days of Russia’s Ukrainian War. They do not automatically lead to actions Article 5 Of the treaty, which is the collective security guarantee of NATO, the allies pledge that attacks on one member of the alliance constitute an attack on everyone.

“Article 4 is relatively uncommon, but has been invoked more and more in recent years. In Turkey alone, it was called five times between 2003 and 2020 in the Syrian and Iraqi context,” Deen commented in an email in response to a question from the Associated Press. “Eight allies were called in 2022 shortly after Russia’s full-scale invasion of Ukraine and Poland caused it once in 2014… after the illegal annexation of Russia’s Crimea.”

According to the NATO website, Poland first called Article 4 on March 3, 2014. Warsaw joined Bulgaria, Czech Republic, Estonia, Estonia, Lithuania, Romania and Slovakia to request consultation on February 24, 2022, following the full-scale invasion of Russia’s Ukraine on February 24, 2022.

Polish Prime Minister Donald Tass will hold an extraordinary government meeting with military and emergency services officials and the Prime Minister on Wednesday, September 10, 2025, after violating Polish airspace during a Russian attack in Warsaw, Poland.

This does not necessarily mean a step towards Article 5.

Dean said that while Article 4 is related to Article 5, it “is not necessarily a ‘stepping stone’.”

“Section 5 was called once in response to a 9/11 attack on the US and in response to an immediate bypass on Article 4. That is, Section 4 can be called without causing Article 5, and vice versa,” he said.
