Dean said that while Article 4 is related to Article 5, it “is not necessarily a ‘stepping stone’.”
“Section 5 was called once in response to a 9/11 attack on the US and in response to an immediate bypass on Article 4. That is, Section 4 can be called without causing Article 5, and vice versa,” he said.
