Tickets for games at other venues may be sold for more than face value on the official resale and exchange market.

Tickets for World Cup matches in Toronto can now only be resold at their original price on the FIFA Marketplace, after soccer’s world governing body updated its policy to comply with the Ontario government’s recent ban on reselling tickets above face value for events.
The new conditions, which took effect Wednesday, come a week after tickets for six games at Toronto Stadium were removed from the official market after the Canadian province passed its 2026 budget.

Ontario’s Fans First Act states that no person may make a ticket available for sale on the secondary market or promote the sale of a ticket on the secondary market for an amount greater than the ticket’s original price.
Under FIFA’s latest regulations, tickets for matches at Toronto Stadium cannot be listed on the platform for a resale price that exceeds the original amount paid to the FIFA ticketing company, even if the tickets were previously purchased on the market for more than face value.
Tickets for games at 15 other venues can be sold for more than face value on the official resale and exchange market, but FIFA says this is to protect fans and is subject to federal and local regulations.

Earlier this week, FIFA president Gianni Infantino defended World Cup ticket prices, saying soccer’s international governing body was obligated to take advantage of a U.S. law that allows tickets to be resold for thousands of dollars above face value.
FIFA has come under intense criticism over World Cup ticket prices, with fan group Football Supporters Europe (FSE) slamming the prices as “exorbitant” and a “gross betrayal”.
Last week, the FIFA Marketplace advertised four tickets to the July 19 final in New York for more than $2 million each.
As of April 20, FIFA announced that more than 5 million tickets have been sold for the June 11-July 19 tournament, which is co-hosted by Canada, the United States and Mexico.
But FIFA has struggled to fill games, including hosts America’s opening match against Paraguay.
Seats remain available for most group stage games, albeit at exorbitant prices.
Tickets for USA vs. Paraguay range from $1,120 all the way up to $4,105, with many tickets for the June 12 game in Los Angeles selling for around $2,000. Hospitality package group seats can cost up to $6,050 per seat.
Tickets can still be purchased from the ‘Last Minute Sales’ section of the official FIFA website.
