For the second year in a row, Panama is the perfect country for foreigners.
This is according to the recent International Expat Insider Survey, which considered 46 destinations around the world across five topic categories to determine the final ranking of the world’s best countries for foreigners in 2025.

The international survey examined 10,085 foreigners with a sample size of at least 50 participants per country. Participants were asked to assess up to 53 factors on a scale of 1-7.
Of the respondents, 35% have already retired, and 18% say the main motivation for moving is to leave there. In the quality of life ranking, Panama ranks third, with 35% of those surveyed there saying they intend to stay in the country forever.
“It has the perfect mix of affordable and decent infrastructure combined with a comfortable climate. Most importantly, it’s an open, friendly and easy to integrate culture.”
Panama has been ranked as the best country for Expas for the second year in a row.

The Panama rankings at the top of the list are part of an ongoing trend, Chudoba says. Those who want to live and work abroad have positive experiences in Asia and Latin American countries.
“This (and) supports trends we’ve observed over the past three years or so, and that’s the importance of personal funding among foreigners,” she adds. “It clearly shows that foreigners are not touched on the effects of economic uncertainty and high inflation.”
Before moving to Panama, 26% of foreigners reported no concern compared to 16% around the world. The survey found that for non-retired foreigners, the country offers a great experience working abroad and ranks number one in the topic category.
Panama has long been known as an affordable destination for foreigners. For around $800 to $1,500 a month, you can live comfortably in small towns, villages and farming communities, according to Global Citizen Solutions. Those considering living in Panama City, the capital of Panama, will need a monthly budget of up to $2,500. Total cost of living for one person in Panama is 36.3% lower than in the US
